server cannot initialize TCP/IP link

I am trying to access dbsrv50.exe (On W2K Server) through TCP/IP.
The server starts all the protocol links just fine except TCP/IP.
Running it with -Z option produces a funny line:
function TCP/IP link, function TCP/IP link, function TCP/IP link, function
TCP/IP link, function TCP/IP link, ...
When trying to run with MYIP option, refuses to start at all.
All the troubleshooting I can do on the TCP/IP stack itself shows that it is
in perfect order.
Also - it runs on one server (I did not configure it), but not on two
others.
I have tried all the tcpip troubleshooting tips I could find, but most of
them are about the client.
Any clues ?

Oh - I know this is an old version, but it came with a third party product
and upgrade is not an option.
Unfortunately their support have trouble even understanding the question ...

You need to be running at least 5.5.04 and the current EBF for that version. Otherwise you
need to run 5.5.05. No version prior to these will run properly on Win2K.
