The "-gc" switch sets the checkpoint timeout period. I'll assume you mean
the "-gm" switch in your post. Also, please always try and include the
version and build number of the database engine.

Regardless of the setting on the -gc switch, the engine will only allow as
many connections as you have licensed the server for. During the initial
install of the product, you will have been asked to enter the number of
licenses you've purchased and with which licensing model (per-seat or
concurrent) you will be using. You can change this information by running
dblic against dbsrv8, assuming the executable is not in use. Note that you
are only legally allowed to license the server for the number of seats that
you have purchased.

You seemed to be mis-informed. -gc does not apply to connections at all.
[start by removing that since you do not want it to be set so high].

If you are running DBSRV???.exe {knowing which ?version??? might be
helpful} you need to license it with the number of licenses you have paid
for
using the license utility supplied. The license utility is usually called
bloc.

If you are running debug??? [aqua the 'personal server'] then you can only
attach locally, and so are limited to a hard 10 connection limit, after
which
point you need to consider using the network server instead.

[Note DBSRV6/7/8 is also called the 'network server']
