Is it be possible for Sybase to enable the dump/load feature across
platforms without having to re-engineer the whole database like Oracle?

You can use a product like BMC's SQL BackTrack to do logical dumps.

In ASE 12.5 (12.5.0.1 in fact), the "sybmigrate" tool will do this for
you.
