How do you create USERS, TABLES, STORED PROCEDURES etc. so they cannot be
seen by any other users (except for DBA User) through Sybase Central?

You will not be able lock them out from seeing the tables, users and store
procedure to my knowledge. Having said that, unless they have proper
permissions, the user will not be able to modify, execute, or view data for
tables, users and store procedures.

Revoke the group PUBLIC's membership in SYS. You will need to explicitly
grant membership in SYS to any users you want to see the system tables.

Test well after doing this to ensure there are no unexpected side effects
inside you application.
