I'm not sure what your asking here, so I'll be general.

If you just want to store image data in a database then lookup the

Readtext and writetext commands these are used to retrieve and insert text
or binary data

The scripts
instpbs2
instpix2

which are in the scripts directory of your Sybase database installation have
a good example of picture data
being inserted into a database table.

If your intention is to store images as part of a website then check out
Sybase Powerdynamo. This application allows you to store a complete website
within the database including all images binaries. I have been using this to
store Java applets as part of my website.
