In jConnect 2.1 I used to be able to read either char or varchar Sybase
system 11 fields with the ResultSet.getString() method.

In jConnect 2.2 I get a empty string. No errors, no exceptions. What
am I doing wrong? Or is it a bug? If it is a bug, is there a fix?

First I've heard of this.
Can you provide a simple sample program which reproduces this?
