One advantage to storing in a database is it allows
multiple web server and application servers to access the file.
If you simply link it in html only one web server
could access the file.
Also putting in a database allows you to control
security better, i.e., all requests for images must come from a dynamic page
allowing you to verify who is requesting the file and whether they have rights
to see the file they are requesting.

files & images. Users are allowed to submit/delete, and the web site
serves the text & images up in various places.
Is there an advantage to keeping them as files & just keeping the
location (path/filename) in the DB?

or writing to the fileserver - the users are accessing everything through the
web site (intranet), and I would prefer not to have a separate application
interface for them to submit files.
