When I try to invoke a call to a Visibroker orb using a (stringified) IOR, I
get the following exception on the client:

org.omg.CORBA.TRANSIENT: Minor code: 0 completed: no

If I use a bogus IOR string, I get OBJECT_DOES_NOT_EXIST. Therefore, I am
assuming my IOR is OK, but what does the TRANSIENT mean? Thanks...

It means (perhaps) that the VisiBroker server process was not available.
Perhaps the osagent was running but couldn't start the server. You will need
to check with Inprise on how to determine why their ORB has thrown this
exception, and what to do about it.
