Right-click the My Computer icon on your desktop and bring up the properties
dialog (same as Control Panel -> System). Switch to the Environment tab.
Select the CLASSPATH variable from the top listview (System Variables) and
add the desired path to the Value edit control at the bottom of the page.
Click OK. Reboot.

Or if you want to set it just for Jag, edit serverstart.bat for
non-service installations or the registry for service installations.
