I need to create a form which captures detail and two group levels with
subtotals/ and totals. I created a nested report for the detail with
arguments to relate to the base report ( one to many). I have created a
second nested report which contains subtotals of the detail report. (I have
also tried making the detail report a group report to generate the
subtotals.)

The problem is that the report page breaks at each sub-group no matter
which way I construct the report, this means that a subgroup with one
record in the detail report generates a separate page instead of just
printing that record, its group trailer, and then continuing on with the
detail of the next group without a page break.

Any ideas.

Make sure that you haven't set the 'new page on group break' option.
