How is it possible to get the nested report to appear on a new page each
time it outputs?

My goal - Collate multiple reports which are linked by common retrieval
criteria but have them on separate pages.
E.g.
For all service orders in batch
Product pick list for a service order <<--outer report
Inhouse Cash receipt for a service order <<--nested report -
start on separate page
Customer receipt for a service order <<--another nested
report start on sep pg
Next

Is this better done in a composite?

If the nested reports share the same retrieval argument and are not
dependent on data from the main report, then a composite report is the way
to go.
Nested reports don't support 'start on a new page' unfortunately. There
is a way around it, but that would take me too long to explain here.
