I have just upgraded from 5.0 to version 6.5, and now users receive a
message "Catalog tables could not be created and are not available for
use" when they log in. I do not receive this message when I log in as
administrator. How do I correct this problem?

Did you create a new database? That would explain why you would get this
message.
You will need to grant the proper privileges on the PBCATxxx tables to
users. At a minimum they need SELECT privileges, but ideally update,
insert, delete as well, so they can create, edit formats, edit-styles etc.
This is database dependent, so I cannot give you the exact syntax.

    What is the purposeof the PBCATxxx tables?  Granting privileges to these tables will leave them on the table select list, which will confuse my users--trust me, I am not dealing with rocket scientists here.

The pbcat tables are used to store edit styles, validations etc.  They are not required.  You can disable their use by setting the following parameter  in the im.ini file:
[Database]
NoCatalog=1
 
Then you can safely drop the pbcat tables.

One more thing--I did not create a new database--I simply updated the version from 5.0 to 6.5
