Is it possible to convert an IM EXE from IM4 to IM5 format without still
having the PBL from which the EXE was created?

If not, would it just be a matter of placing the IM4 EXE in its own folder
and copy the necessary runtime DLL's to that folder?

Your suggestion answers your question. Without the pbl, there is nothing
you can do, other than keeping the old IM deployment kit around.
