I get the error "smartheap error handler recursively re-entered" on a
datawindow using pb 6.5 on a w2k. If I run just the SQL statement in db
adminstrator I get 274000 rows.

When I run the datawindow in datawindow preview or design time, I get the
out of memory error followed by the smartheap error.

Any ideas on what to look for?

Try Retrieve Rows To Disk.
I have to question the design - that's way too many rows to be downloading
to the client. Can you do the work with a stored procedure?

I would agree. But if you really want 274000 rows, then you can use the
following statement to change memory requirements. Requires build 1244 or
later.
dw_1.Modify("datawindow.storagepagesize='LARGE'")
or
dw_1.object.datawindow.storagepagesize='large'

Valid values are: large, medium, small
