Has anyone found a way to send HTML-based e-mails via PowerBuilder's MAPI
capabilities. I know I have to change the Mime type of the message and add
attachments for images of type content-id. It doesn't look like PB has the
capability natively. Is there a way using the mailsession handle and MAPI
calls to change these values?

I've accomplished this capability using Dart Mail's control which interfaces
directly to the SMTP server, but I am interested in sending the e-mails via
Outlook so client doesn't have to be connected in order to send mail
messages.

Also, is there any way through MAPI to change the from address?

I have gotten to send HTML mail via Outlook, but I can't send HTML mail via
MAPI (I think it's not possible with PB objects).
If you want to send HTML mail with Outlook you can use the next code (it
doesn't work with OutlookExpress):

Check out this Microsoft article on the differences between the
various e-mail interfaces:

I think that PB supports only the "Simple MAPI" interface. You'll see
that you need the CDO to support HTML e-mail.

Also, with MAPI, there's not a way to change the "From" address.

Why not use one of the SMTP tools? What's your database? We wrote a small
wrapper to send SMTP messages by queing them up at the SQL Server. Simple,
cheap and effective.
