Well, it's not a trivial but doable task. You need to look at
"Scrolling in windows and user objects" topic in Help and at these Windows
APIs:
FUNCTION LONG SetScrollInfo(ulong hwndbars, long fnBar, REF SCROLLINFO
LPCSCROLLINFO, BOOLEAN fRedraw) Library "user32.dll"
FUNCTION LONG GetScrollInfo(ulong hwndbars, long fnBar, REF SCROLLINFO
