Does the newer EBF solves all the previous problems related on the older EBFS ?

You cannot judge this by the ebf number itself, but it does hold true
for the ESD release numbers
(ie 11.5.1.2 ESD #3 will contain all the fixes that were in 11.5.1.2 ESD
#2).
