How can I make sure that my PPB app always stays on the foreground until I
close it?
For example I have this problem when I start the app. I start explorer and
click on the executable, the program starts but Explorer stays in front of
it.
What can I do about this?

I'm not sure if you've already read the "Application runs but not showing"
thread (originally posted on Sept 8) in this newsgroup. Here's the final
post in the thread:

What I did to solve this is to Open a dummy main window once the application
starts (like what we have for MDI frame on desktop). I found out that, if u
always maintain that some GUI stuff is opened in your application, u won't
get into this trouble. I think your problem is when you have some time gap
between closing a window (e.g. a response window for loggging in) and
openning another window.
