How do I call EJB component which is on EJB server from
legacy PowerBuilder applications (PowerBuilder 4, 5, 6)
using TDS.

TDS is a proprietary database protocol used for SQL Server, so why the
requirement of using that to talk to an EJB server. Only EAServer
would 'speak' TDS, in which case you can use the Sybase database
drivers to execute methods as stored procedures. That all 'should'
work; however, PowerBuilder 4 was released before EJB was a twinkle in
anyone's eye.

I'd opt for some sort of COM bridge.
