I have a database in ver 8.02 that I want to move to ver 9 server. The
database is authenticated and the server is the authenticated server. When
I try to unload the db using the version 9 Sybase Central or dbunload I get
an authentication violation.

How do you unload an authenticated database using an authenticated server?

TIA

That of course assumes that you are the vendor of the application. If you
are not the vendor, contact the vendor as they will need to address this
issue.
