What oarameters are you using in the service startup? You should have
something like this:

-n ServerName -c 8m -x TCPIP <Database Path> c

Start all four databases on the same database engine. Your parameters in
the service startup would look similar to :

-n MyServer -c 64M -x tcpip c:\db\db1.db c:\db\db2.db c:\db\db3.db
c:\db\testing\db3.db -n db3_test

You've now started a database server called "MyServer" that uses TCPIP and
64MB of cache, and it hosting four databases names "db1", "db2", db3" and
"db3_test". Notice that I specified another -n option after
"c:\db\testing\db3.db" since the default database name (db3) would have
conflicted with c:\db\db3.db

When connecting to these four databases, you would specify a connection
string as follows :

eng=MyServer;dbn=db1;uid=dba;pwd=sql;links=tcpip
eng=MyServer;dbn=db2;uid=dba;pwd=sql;links=tcpip
eng=MyServer;dbn=db3;uid=dba;pwd=sql;links=tcpip
eng=MyServer;dbn=db3_test;uid=dba;pwd=sql;links=tcpip

Also note there is a START DATABASE command that can be issued from
ISQL or an application.
