During deployment and installation of the "dbctrs.dll" sql
anywhere version 7.0 using microsoft's package and
deployment wizard only dbctrs.dll failed to register
correctly.

I am unable to find out what this dll does specifically and
if it is needed for my standalone application.

Or how to correctly register this dll in the win2k and xp
environments.

Any assistance with this problem will be appreciated.

This DLL is used to generate performance counters that you can read in
Sybase Central and on Windows Performance monitors.

Have you tried regsvr32.exe?
