Is it possible to create a task package and its commands
programmatically without using the package editor so that we
can have better control on the task functionality and the
files included in the package?

No - the only way to create a package is using the Package Editor. Please
submit an enhancement request
via the terms of your support agreement or via
http://www.ianywhere.com/support/sql_anywhere.html Product Enhancement
