What is the maximum number of connections I can use ?

Depends on the engine that you are using...

For the Personal server, dbeng9.exe, the limit is 10 connections.

For the Network server, dbsrv9.exe, the default limit is 3 connections. You
can adjust that for *development* purposes only. To do so, use dblic.. You
must still adhere to the license agreement for the developers edition.

A search in the newsgroup "sybase.public.sqlanywhere.general" found me
this post by Chris Kleisath on 2003/09/11:
