I am trying to upgrade a database created in version 8.02 to version 9.01.
I have tried 9.0.1.1899 and 9.0.1.1883 both version fail at the same step.
I have tried both Sybase central and dbunload.

The error message is:

Creating procedures
***** SQL error: Permission denied: you do not have permission to use the
"CREATE PROCEDURE" statement
The database 'NLSCons' could not be unloaded.

I am using the following commands with dbunload.
dbupgrad -c "dbf=Cons.db;uid=DBA;pwd=SQLxxx"
dbunload -c "dbf=Cons.db;uid=DBA;pwd=SQLxxx" -ap 4096 -ar
C:\GSI\NLS\Cons\OldLogs

If I remove the following lines from the relolad.sql then it will work:

create procedure dbo.sa_proc_debug_detach_from_connection(in debugger long
binary)
internal name 'sa_proc_debug_detach_from_connection'
go
GRANT EXECUTE ON "dbo"."sa_proc_debug_detach_from_connection" TO "SA_DEBUG"
go

It looks like that procedure has been dropped from 9.0.1. IMO there's
some kind of a problem here because it shouldn't cause any grief to
dbunload, it's an internal thing.
