I have looked in Solved Cases, and it says this was fixed in 7.04+

As you can see, mine is happening with the 803 Patch [W2K, and XP].

Since we are asking our customers to install the 803 Patch, what should we
tell them about this installation failure?

Chances are good the performance counters part of registry got hosed
up at some earlier point and now is almost impossible to fix... at
least it was for me. The situation can be the same in Version 9; for a
thorough explanations see this thread (use Google Groups):

Reinstalling Windows will probably fix it. I moved to another machine
and everything was OK. If you don't use the Windows Performance
Monitor to look at SQL Anywhere statistics then I don't think this
problem matters.
