Does anyone know of a database monitoring tool that will
allow a user to view memory leaks, elapsed time of
procedures and evaluate the efficiency of SQL scripts for
ASA 8?

ASA has "procedure profiling" and "request-level logging" which can be
used to track the time spent in stored procedures/triggers and database
connection requests (respectively).

Sybase Central can be used to view procedure profiling information. As
of ASA 9.x, there are stored procedures to analyze the request-level
log. There is also a Perl script shipped with ASA 8.x and 9.x to analyze
the request-level log:

$ASANY8/Samples/ASA/PerformanceTraceTime/tracetime.pl

In addition to Greg's comments.

Version 9.x has the Index Consultant.

It can:
- Analyze a given SQL statement and recommend the creation of indicies
to speed up the query.
- Capture a "workload" and do the same but for all statements executed.
This is most useful if you have some form of automated test suite you
run your application through. The Index Consultant can begin
capturing all statements executed in the database engine while your
application is running. When the test suite finishes, tell the
capture you are done, and the Index Consultant will analyze everything
and make recommendations.
