John's answer is probably the best option but if you wanted to allow a
user to interact with your DataWindow you could save it as a PSR
format file. The recipient would have to have a PSR Viewer application
which you could create in .NET. You could write an application that
would assign the PSR file to the DataWindowObject property on the
DataWindow control.

Since we need to build Microsoft smart client applications
(no touch deployment) it is not feasible to have specific
programs installed on the individual user clients. Is there
no other approach ?

You can build no touch deployment applications that use DataWindow
.NET.
