We are experienced SQL developers and up to now we have primarily used MySQL
and PHP. One of our new clients prefers that we develope his web-enabled
pages to feed his Sybase database. Are there GUI tools to use to quickly
model the table structure?

Sybase has a couple of different database. Assuming you're referring
to SQL Anywhere, I'd suggest sybase.public.sqlanywhere.general.
