In the dbconsole utility under sybase 9.0.1 there is an Option for the
Connection Viewer called: Number
which is called "connection_id" in its description.

Our customers have asked to be able to display this connection id on there
servers so they can see who is doing what on the database.
However, it seems to only be available if you have full dba priviledge. Is this
true?
We do not want to give our customers full dba priviledge or the dba password.
Does anyone know how we can allow them to display these connection ids?

One option, outside of dbconsole is to use the sa_conn_info() or
sa_conn_activity() procedures.
