It's high time to developp applications for PDA... But I don't know which
technology to use:
Shall I learn PocketBuilder and deploy on PocketPC or deploy with M-Business
?

That's a fairly loaded question. The answer is, as in most development
choices, It Depends.

Are you (or other team members) PB deevelopers?
Are you (or other team members) HTML/Javascript developers?
Do you want to write an application and deal with the rollout/upgrade
issues?
Does Javascript and HTML give you all (or most) of the display
functionality that you need?
Is cross-platform deployment a feature you'd like to have (or have the
ability to expand)?

You need to look at your application's *requirements*, then compare
those requirements to the features that these two (very different)
technologies offer and decide which is more appropriate. Part of your
requirements gathering should include aspects such as timelines,
developer skills, etc...
