Load Table double conversion problem

When I use the Load Table statement to import a text file
with german number format sybase cut off all decimal places.
I run Sybase on Linux and Windows.
When setting the enviroment variable ASLANG to DE all works
fine.
Setting in windows the registry key language to DE the
language is also german but all imported values has no
decimal places.
Does anyone knows a way to import a text file with a comma
as decimal sign and a tab as seperator into the database.
The file are very large, importing with a programm takes to
much time.
Importing the file woth Interactive SQL it produce the
following error message:
Cannot convert "21,99" to a double

Numbers must be in SQL standard format which uses a period as the
decimal separator.
