is/can the choice to use tcp/ip as the protocol be set in the ads.ini, in
the database and/or must it be set explicitly in code (e.g., Delphi) that
is essentially what has control over what communications protocol is to be
used?

Can it just be set in the ads.ini in the settings section like:

[Settings]
CommunicationType=tcp/ip

This is how the ads.ini for ARC 8 looks when I set a database in there like
that.

Also, what are the best resources for using the ads.ini, its syntax,
settings, etc?

No, the arc setting is a connection alias property, and is different.

See the bottom of the "ads.ini File Support" page in the help file for specifics.
The setting is:

USE_TCP_IP=1
