I am trying to set up code to disable a user access to the
database after 3 failed attempts at trying to connect to the
database. Where would I add a stored procedure to do this?
Or could I add something like Max Failed Attempts to the
system options simular to Min password length? I'm running
Sybase Anywhere 9.

There is an example in the documentation of how to do precisely this.

Look in the docs for the LOGIN_PROCEDURE option.
