Are you intending to implement a non-PB DLL?

You may want to examine Chapter 22 of Applicaiton Techniques, "Using
External Functions and Other Processing Extensions" as well as "PowerBuilder
Native Interface Programmer's Guide and Reference"
if the DLL was created using C++ and has a public interface that is meant to
be exposed.

If this is a .NET assembly, have you considered joining the PB11 beta
and importing it into a .NET target?
