Only thing I can suggest is to check your win2k machine's "date" settings in
the Control Panel->Regional Options tool and see if it is different from the
other machine's settings.

I believe you are referring to the "Chinese"he in t locale setting.  Also in "Regional Options" tool, there is a "Date" tab where you can change the date format explictly for the chosen locale. See screenshots below.. Basically, I am suggesting to check the short and long date formats setting on the two machines.

if I use the D:\resin-2.1.9\bin\httpd.exe startup WEB
service,is right.output 2006-11-3.
if I use "D:\resin-2.1.9\bin\httpd -install" add service to
system service,is incorrect.output 3/11/2006.
