There is no direct way to do this in ASA9. In SA10, you can initialize
the DBA user with a different password. However, this can be achieved
manually. After you initialize the database, you would need to create an
user that has DBA authority using DBA user. Once created, disconnect and
connect as the new user and revoke the DBA user.

for example, you can build a batch:

dbinit NonDba.db
dbisql -c "uid=dba;pwd=sql;eng=CreateDB;dbf=NonDba.db" MakeDbaUser.sql
dbisql -c "uid=usr;pwd=pwd;eng=CreateDB;dbf=NonDba.db" DropDbaUser.sql

where MakeDbaUser.sql:

grant connect to "usr" identified by 'pwd';
grant DBA to "usr";

and DropDbaUser.sql:

revoke connect from "DBA";
