Error when using Microsoft xmlhttp

I am using PB 10.2 enterprise and MSXML open a url using GET
method. This works fine in the development environment. When
I try to this on the deployed app on my development machine
get RuntimeError...calling external object function send
I can run the deployed app on some machines without any
error, but on other machines I also get the errors.
My development machine is Win XP SP2. There must be a
problem with the deployed app on the development machine not
seeing a DLL or OCX , but I do not know which one. I am
getting the same response when I use the INET posturl and
geturl functions.
Does anyone know what is going on and how to resolve this?

My first thought is to make sure that all of your users have the same version of
MSXML installed. Check the Windows Update site...

How can this be the problem with my development machine?
I can open a url under the development and not in the
