We have Mobilink Server setup and have installed the
necessary components on 300+ clients. Because of bandwidth
issues we do not want to turn on all 300+ clients for an
initial upload at one-time. Is there any easy way to control
who can connect on the Mobile-Link Server side.

Ideally we would like to say allow x,y,z, then the next day
allow a,b,c.

What does your project plan call for? What approach have you tested in your
development environment?

MobiLink is not a system management tool and is not intended to let you
control the remote machines from the MobiLink server.

You can use custom authentication with MobiLink server to implement whatever
logic you would like.

You can also configure ML server to only accept a limited number of
concurrent client connections.

What version of MobiLink are you using ? It is a little different between
10.x and 9.x
