ml_user contains 2 columns last_upload_time and
last_download_time. Both values contain 1900-01-01 and never
seem to change. Where can I get upload and download
statistics from (last upload, size of last upload, duration,
user, etc.)?

They do if you are using an UltraLite remote.
As Breck indicated, for SQL Anywhere remotes, look at ml_subscription.

By running the MobiLink Monitor.
