I had a strange issue yesterday. My consolidated database
machine ran out of disk space, so the Mobilink Server locked
up which caused 2 out of 40 remote clients database to lock
upa and not allow any update operations to their databases.
Why would this happen at the remote sites and why would it
be only 2 out of 40? Could these 2 be in the middle of
tranactions with the Mobilink Server at the time of the
space running out?

By default, when dbmlsync runs against a remote database, before
synchronization it acquires an exclusive lock on all the tables involved in
synchronization so that the data in the tables is not modified during
synchronization. Now, imagine that a remote database is uploading a single
update to the consolidated, but the update is blocked while being applied at
the consolidated. This could be because of another transaction, and I know
ASE will block a transaction and post a "transaction log has run out space,
waiting for space to be added" message to the server log if the transaction
log is full, which might be what you're talking about. While the upload is
blocked, dbmlsync will be patiently waiting for the download stream to
arrive, and during this time will still hold exclusive locks on all the
tables involved in synchronization.

If you do not like the default behaviour, you should look into changing it
by modifying the LockTables and ConflictRetries dblmsync extended options.

In our case we are uploading data from the remote to the
consolidated. Should we apply the -e It=off option to the
remote site sending the data to the consolidated or on the
consolidated side? I tried applying to the remote side and
it is giving me invalid option.

Please ALWAYS include version and MORE importantly BUILD number
with EACH post (dbeng10 -v).

Show us the -v+ output from dbmlsync.
You can also try the fullname:
-e LockTables='OFF'

Hard to say without any output for us to look at.
