Are you sure you restarted using the same copy of the software? If you
examine the console log for the server it will tell you how it is licensed.

It also sounds like very old software. There was a bug a _long_ time ago
where connections created to perform recovery counted against the
connection limit. Recovering a database that was in use by a server
(dbsrvX) with many connections might not be recoverable by the
standalone engine (dbengX). That problem has, of course, been fixed.

reconfigure the license settings if the previous ones are
already occupied due to loss of power.

Oh, sorry, I thought you were running into the limit during recovery.
The database server does not keep track of connections that were active
the last time it ran or when it lost power. If the server has been
restarted, there are zero connections active until you make new ones. If
you can only make one more connection then either the server thinks that
it has a 1-user license or the other apps have reconnected automatically.

You can see the license info in the server window or by selecting
property( 'LicenseType' ), property( 'LicenseCount' ).

You can see if other connections are active by calling sa_conn_info.
