Is Sybase ASE Cluster Edition a ASE 15 thing? Or is it a
separate product?

Cluster Edition and the HA option are different animals. Cluster
Edition exists on 15.x only and will not be available in a 12.5 variant.
The HA option is currently available on both 12.5 and 15. I don't
have any knowledge of the HA option being phased out.
