SQL anywhere 10.0.2 has 16 EBFs. Should I apply each one of
them or can I apply the last one. Why all of them are listed
under Windows 86X/Windows 64X instead of Windows 86X like
SQL Anywhere 9.0.2 and 11.0

EBFs are cummulative for the same maintenance release.

So, if you are at 10.0.0 and you want to get to the current software
release you would do this:

Apply the 10.0.1 maintenance release.
Apply the most current 10.0.1 EBF.

To answer the second questions windows ebfs can be released for x86 only,
x64 only or a package that combines x86 and x64

16 EBF listed under Windows 86X/Windows 64X or should I just
apply the latest EBF under that list.

You'll want the latest EBF. If you're on 10.0.1.x, you can apply any of
the 10.0.1 EBFs to be on that build (and each patch is cumulative). If
you're on 10.0.0 and wish to be on 10.0.1, you need to apply two
patches: the maintenance 10.0.1 patch, then the EBF.
