Missing or invalid encryption DLL "dbrsa9f.dll"

1. My SQL Anywhere 9.0.2 Version is 9.0.2.3746
2. I have installed FIPS and then had applied all the EBF
available on Sybase for 9.0.2 (as of today).
3. I noticed all most all the files on win32 folder has
dates close to 2008 Oct 28. But dbrsa9f.dll has the date of
6/7/2007 and the version is 9.0.2.3508.

Please help

I recommend the following:

1) Uninstall SQL Anywhere 9.0.2
2) Re-install SQL Anywhere 9.0.2 GA, including the encryption components
3) Re-apply EBF 3746

I do not know whether you tried your solution by yourself!
But after going through all that trouble, there is no luck.
What I noticed was the errors are same and the file dates &
versions are same.

This is likely not to be specific just to this file - do you notice the
versions of any other files to be off?

Do you still have any of our products running while you're trying to
apply the EBF? (Check Windows Task Manager for running instances of
dbsrv9, dbmlsrv9, dbisqlg, or scjview).

Please shutdown any running applications and retry the installation of
the 9.0.2.3746 EBF.

I have re-install this from A to Z many times now. Every
single file match the 10/28/2008 except dbrsa9f.dll. I do
not have dbrsa9.dll at all.

I also followed the commands given on the documentation.
Unless I create a service I do not thing SQL anywhere start
as a service. From my 20+ experience with the software, I
have not seen anything like that. I have not even install
Mobilink so there should not be dbmlsrv9.exe running.

It seems like these installs are with full of bugs!!!
