RTF Datawindow or Mail merge ?

Client Letters
We have clients that print a lot of letters, that are to be
mailed out. Is there a way, that they can create their own
microsoft documents... which are then, used by powerbuilder.
In this way, we don't have to open the datawindow and
recompile every time they want to make a change.
It looks like the rtf datawindow would be the way to go, but
would we still have to crack the window and recompile for
changes? Plus, some of the things they want to do are
difficult to do in a normal datawindow. For instance.. bold
or underlined text in the middle of a paragraph.

changes to datawindows do not require a recompile.
you can add .pbl at runtime; or you can store the datawindow's syntax in the database

RTF is probably the way to go for bolding etc.
