does using a stored procedure as a datasource for a datawindo create power
builder tables on the database the stored procedure is written when it
executes?
If so does it have to and if not can this function be disable somewhere?

If you mean the PBCATxxx tables: no. Those tables are created by the PB
IDE. You don't need those tables. In the pb.ini file set:
[Database]
NoCatalog=1
