Database Web edition. Just curious...
Why is it offered for free? What were some of the factors that made this
edition available at no cost?
. Maybe to compete with MySql?

The Web Edition is free. It was be used for the development and deployment of web applications using
Java, ASP.NET, PHP, and more. The Web Edition may only be used for web browser applications.
