I want to know if "dump database" and "dump transaction"
executes a checkpoint ?

Reading the "DUMP database/tran" in the refrerence commands
manual does not mention anything about this. Can anyone pls
shed light on this question.

Thats right, ASE will issue checkpoint when database dump or
transaction log dump is performed
