Is there any utility that sybase providing to discover
sybase ase servers on either standalone machine or over the
(sub-)network [or over possibly specified IP address range).

Yes, in ASE 15 there's the concept of UAF agents which are used for remote
mgmt (by Sybase Central among others), and these come with a discovery
capability. Look in the ASE 15 documentation for details -- you can use JINI
as well as UDP (go to the online docs and search for "uaf discovery", and
you'll get to the relevant docs).
